I looked up that saying and found it attributed to Satchel Paige. I also found it listed (more often) as a Japanese proverb. I think the Japanese origin is correct, though that doesn’t mean Satchel didn’t say it also.

At any rate, do you think this saying is better embodied by a bureaucracy or a market? Or are there other organized groups that embody this better?
